Dheeraj Mishra had previously collaborated with filmmaker BR Ishara and gained insights into Parveen Babi's life through their discussions. Regarding Urvashi Rautela's casting, Dheeraj Mishra explained that before finalizing her, they had considered actresses such as Sonakshi Sinha and Shraddha Kapoor for the role. However, when they saw Urvashi's performance in the music video "Jawani Teri Bijli Ki Taar Hai," specifically her resemblance to Parveen Babi, they were convinced that she would be the perfect fit. They were also seeking an actress who hadn't appeared in too many films to bring a fresh perspective to the character of Parveen Babi.

Dheeraj Mishra emphasized that this would be the first official biopic made on Parveen Babi, and the film's producer, Wasim Khan, had approached Urvashi Rautela two months ago to discuss the project. After reading the script, Urvashi immediately expressed her interest in portraying Parveen Babi.
